If you're looking at the option chain for a delta near 10, but all of the deltas are close to zero, then you may be looking at spreads vs single option values. In Thinkorswim and other platforms like TradeStation, you can look at combined spreads where the combined buy and sell are shown as a single line item in the option chain. When this happens, the delta and other greeks get combined between the two options. Since long delta and short delta are positive and negative, combining (adding) the two effectively cancels the other side's delta, and you end up with the combined spread delta that's close to zero. So it does make sense, but it isn't necessarily obvious at first that this is occurring.
To find the 10 (0.10) delta, try changing the Spread setting on your option chain to Single, and see if you can find individual options with the deltas you're expecting.
